National Vulnerability and Public Protection Strategy
The new National Vulnerability and Public Protection Strategy has been developed by the VKPP in partnership with The College of Policing and the NPCC.
It has been designed to support strategic leaders in simplifying the complex landscape of vulnerability and public protection., by providing a more coherent approach. It will support victims in feeling confident to report, bring more offenders to justice and enable a greater understanding of effectiveness and efficiency for police leaders.
This new strategy replaces the previous National Vulnerability Action Plan (NVAP) and has been developed by the VKPP as one of the NPCC VPP priorities.
With the launch of the new National Centre for VAWG and Public Protection (NCVPP) in April 2025, this strategy will help form the bedrock of a single approach to public protection as the work in this critical space develops.

Implementation Toolkits - 4 Ps
Underpinning the strategy are supporting toolkits to help its implementation at a local level.
The aim is to support forces to develop their understanding of capacity, capability
and competence across the 4 Ps framework of Prepare, Prevent, Protect and Pursue. The toolkits are based on learning from the work of Operation Soteria, Violence Against Women and Girls and other areas of vulnerability and seeks to draw together positive indicators that should be visible. The combination of work across the pillars helps forces to take a suspect focused, victim centred and context led approach.
